Google will not open the sandbox for more people further more they will bring wave to the public as beta version (what they always do). If you want to participate you have to sign up at https://services.google.com/fb... and if you haven an Google App account you can sign up at https://services.google.com/fb... for all your domain users. Rumors say that he plan is to open the service for 100.000 users on September 30th.
